For Congress
Growing up, I have always known Rochester for what it is...an area that, for over half a century has been notorious for violent crime, murder, and other forms of acts that affects the Rochester area as a whole without regard to race or other protected class of persons. It has cost the area jobs, residents, and other components that have made Rochester once the best small cities in America. To address this, and to end the 50-year cycle, here is what you can expect:

I will create new legislation that will prohibit all levels of our nation's justice system (federal, state, and local) to distribute multi-tiered justice system. This means that, one year for one person with the same conviction is one year for every person with the same conviction at sentencing.

Those who are accused of violent crimes would be denied bail and states who have "bail reform" laws will have accused inmates be federally confined civilly to cover for the loophole. Such violent crimes would include murder, arson, felonious assault, kidnapping, corruption, and Domestic Violence. Those who are accused of other crimes such as trespassing, shoplifting, and except for sex offenses would be eligible for bail.

Creating new sentencing alternatives for select offenses such as employment in the same store for which the convicted shoplifter has stolen items, and pathways to rehab and employment opportunities. This would never apply to those who have committed violent crimes and crimes involving corruption, arson, domestic violence, etc.

Except for victimless crimes, proof of false claims (such as false IDs and dishonesty from minors), and Romeo/Juliet statues, those who commit rape or any form of sex offense among children under 18 will serve life in prison with no parole or exceptions. If convicted in a state by a state court, civil confinement on the federal level begins after serving their state sentences. I will also create legislation to remove Statue of Limitations, and (thanks to advancements in technology and science and with an abundance of research in the Rochester area) will allow anyone to press criminal charges and pursue mandatory DNA and bodily fluid testing against the perpetrator if the act was committed on or after January 1, 1962 and the perpetrator was at least 18 years of age and the victim was 15 years of age or less. If the victim was 16/17 or if the victim was an adult at the time of the act, and the perpetrator was 18 years of age and older, victims may file civil (not criminal) suits if the act was committed on or after January 1, 1962 and DNA or other credible evidence is proven in court.

Often more than not, those who are addicted to drugs are usually arrested and put in jail, without the tools and the concrete resources that will divert them away from drugs, thus making their situation worse. In addition to ending the War on Drugs and legalizing Marijuana on the federal level*, I will create legislation that will allow states to compel a person to get help in lieu of jail. Furthermore, this legislation will hold together and strengthen families (not tear them apart due to drug use), allow people to have access to jobs and careers, and ensure people are given empathy and compassion. As we give drug abusers help, we will also hold drug traffickers accountable and ensure that justice for their efforts in destroying communities nationwide, including right here in Rochester.

Making corruption a federal crime, especially in the capacity of public service.

A pilot to make Monroe County a federally designated disaster zone for the purpose of a crime emergency while police officers are retrained, while hiring a firm to address the reasoning of the crime and it's connection to state and federal laws and loopholes.
